Good SEO takes time. Because of this I would argue that a business needs to try all three and see which one fits best. I would think that new businesses would be unable to go in house because they probably would not be able to afford it. I use freelancing individuals. I start them off on small simple tasks and see how they respond. If they do well, I provide them with increasing amounts of work.
